The honest answer has two parts. Among plug-in electric heaters, none is cheaper than another per unit of heat. Across heating types, a heat pump wins outright — and neither fact stops a small ceramic heater from being the cheapest way to fix one cold room.

The short answer
Per unit of heat, a heat pump is the cheapest electric heating in Canada because it moves heat rather than creating it. Among plug-in heaters, none is more efficient than another — they are all essentially 100% efficient — so the cheapest to run is the one that spends the fewest minutes powered: a correctly sized unit with a thermostat and timer, used only in the room you occupy. That works out at roughly $7–$18 a month at four hours a day.

Every plug-in electric heater is about 100% efficient
Resistance heating turns essentially all the electricity it draws into heat in your room. A ceramic heater, an oil-filled radiator and a coil fan heater set to the same wattage for the same hour cost exactly the same to run.
So when a listing claims a heater 'uses 90% less energy' than other heaters, treat it with suspicion. Savings come from heating less space for less time — which is a real and large saving, just not a magic element.
Heat pumps are the genuine exception
A heat pump moves heat rather than creating it, delivering two to four units of heat per unit of electricity. Where a cold-climate heat pump is practical and affordable to install, it is the cheapest electric heating in Canada by a wide margin.
It is also a several-thousand-dollar installation, which is not the answer to one cold spare room in November.

Keep the central system at a sensible baseline for the whole house, then add a small thermostat-controlled heater in the one or two rooms you actually occupy. That combination beats both extremes — running the furnace hard, or freezing in one room.
Why no electric heater is more efficient than another
Every electric resistance heater — ceramic, coil, oil-filled, infrared, panel — converts essentially 100% of the electricity it draws into heat in your room. There is nowhere for the energy to go except into the air and the objects around it.
So when one brand claims to be more efficient than another, what is being compared is either the control system or nothing at all. The real variables are the wattage drawn and the number of minutes the element spends powered.

A heat pump does not create heat, it moves heat from outside to inside, which is why it can deliver two to three units of heat for every unit of electricity. Per unit of heat it is the cheapest electric option in Canada.
The trade-off is installation cost in the thousands and the fact that it heats the whole home rather than one room. For a single cold bedroom, a $59 plug-in heater used for a few hours a day is the cheaper answer; for replacing your heating system, a heat pump wins comfortably.
